Get where an operation stands
Any credential of the account that opened the operation may read it, whatever its role and grant; any other is answered 404 operation_not_found, so the answer never says whether the id exists elsewhere. A pending operation reports when it lapses, a completed one what it changed, and one declined in a browser expired with denied: true. It never returns a secret and never collects one: a key the operation created is revealed only on the page reveal_url names, to a person signed in to the console as an owner or admin. The approval link of a pending browser step is in the answer that opened it and nowhere else.
